Major support for the insurance advisory sector

Last week, two consumer groups, Option Consommateurs and Union des Consommateurs, wrote to Quebec's finance minister, Carlos Leitão, and voiced concerns about the proposed amendments to Bill 188. Their position coincides exactly with that of the RCCAQ.

Representatives of the two consumer groups expressed concerns about the government's stance on the distribution of financial products and services. In their view, the recent consultations point to a major step backwards in the area of consumer protection.

 They also stated that it is the government's responsibility to ensure that consumers have all the protection they need when purchasing financial products and services, whether they do so with a firm, a financial institution or online.

 In addition, both groups described themselves as concerned by the rise in online distribution of financial products and services. They fear that if online distribution is allowed with no involvement by certified representatives, consumers could be placed at risk. They raised a number of interesting questions:

  • How many consumers will buy products with complex terms and conditions that they don't really understand?
  • How many consumers will fill out the questionnaire without providing the proper responses?
  • How many consumers will click on "I agree" without really understanding the provisions of their coverage?
