Facilitating career entry: temporary measures prior to the resumption of the AMF exams

In mid-March 2020, in line with government directives to limit the risk of spreading COVID-19, Quebec's Autorité des marchés financiers (AMF) suspended in-room exams providing career entry to the insurance professions.

In light of public health requirements during the gradual easing of lockdown, the AMF's in-room exams will not be conducted in the same way as before the crisis. Therefore, to allow candidates to continue with the qualification process and to enable brokerage firms to fill vacancies, the AMF is implementing a temporary exceptional measure allowing candidates to complete their probationary period with a firm before they have passed the AMF exams.

 To take advantage of that option, firms are required to take the following steps:

  • Apply to the AMF by completing a form identifying the name(s) of the trainee(s) involved. For greater efficiency, you are advised to submit one application per firm, including information on each trainee.
  • Once the AMF has given its approval, the firm will have 10 business days to complete the Probationary Period Application (this step is identical to the usual process). There is a limit of one application per trainee. Also, make sure that each of the people involved— employer, supervisor(s) and trainee—complete the appropriate section.

Applications may be submitted directly online. Firms that do not have access to the AMF's online services may use email or regular mail.

All the information that firms need to submit an application and take advantage of this exceptional measure is posted on the AMF's website, which also details the conditions for remote supervision of trainees and the requirements governing applicants, supervisors and brokerage firms. Please refer to the AMF's website for further information.

As applicable, the AMF may extend the validity period of the probationary certificates it issues. This will allow trainees to continue their activities before they are able to register for the exams and before their certificates are issued.

The AMF also noted in a press release that it is "continuing to evaluate the possibility of offering exams on-line, in addition to preparing for the resumption of in-room exams when the public health recommendations issued by the government permit it".
